Is there a way to config octoparse, when i scrape a URL address and then go to a mass downloader, when it save the file, it gives it a number value, can I config it to where I can tell it what part to save as the name of that URL

We can use the data cleaning tool to reformat the data extracted, to learn more, please check: Refine extracted data (replace content, add a prefix, ..)

is there a video that explains how to input the url to download the pictures i need along with how to go about it to input this data in the downloader in order to get the program to name the picture what is in this data, im a little confused on how to put these both together. a video helps me learn better

Sounds like you need a variety of tools here.
Octoparse can scrape a site to obtain the URLs.
And create a table that has the URL as a field, and the image file name as a separate field, but you need a seperate tool to use those URLs to download the images and rename them.
Chrome extension: "Tab Save" can download the images with the original names.
As for changing the file name of the saved image - there a lots of utilities out there but finding one that meets your needs for free can be a challenge. I have used this one before and got away with doing what I needed within the trial period
